Jia Qin (贾芹)

A petitioner detained over her husband’s case

贾芹 (Jia Qin) is a resident of Naodian Town, Baofeng County, in Pingdingshan, Henan Province. For more than a decade she has petitioned authorities over what she describes as a miscarriage of justice in her husband’s criminal case.

On July 21, 2010, her husband, Du Haiyang (杜海洋), got into a physical fight with their neighbor, Du Quanzhi (杜全志). A week later Du Haiyang was detained, and the Baofeng County court sentenced him to 18 months in prison for intentional injury (故意伤害罪) after Du Quanzhi’s injuries were assessed as minor. When Jia Qin read the judgment, she noticed it quoted witnesses (Li Songxian and Li Qingyun) as saying the fight had occurred in 2011 — a time when her husband was already in prison. She concluded the judgment was factually unsound and began petitioning for her husband’s case.

During the years of petitioning, Jia Qin herself was detained repeatedly and imprisoned three times: first a three-year term for obstructing testimony (妨害作证罪), then two further terms — three years and two years — for picking quarrels (寻衅滋事罪).

On January 30 and February 26, 2023, she made two petitioning trips to Beijing. On February 27, staff of a Beijing liaison office intercepted her and sent her back to Baofeng, after which she lost contact with her family. On March 14, 2023, the Baofeng County procuratorate formally arrested her for picking quarrels (寻衅滋事罪), and she was held at the Baofeng County detention center. The Rights Defense Network’s Issue 131 report (August 31, 2026) lists Jia Qin in its Henan detained-awaiting-trial group — indicating she was still recorded as held without trial as of that date.
