Background
Li Decheng (李德成) is a Falun Gong practitioner from Dehui City in Jilin Province, northeastern China. According to Minghui, he was about 80 years old in 2025. On February 25, 2023, Dehui police carried out a coordinated group arrest of local practitioners and family members; the World Organization to Investigate the Persecution of Falun Gong records at least 15 people seized that day, including Li Decheng and his wife, Ma Shuhua (马淑华).
The February 2023 sweep
Minghui reports that officers seized from Li Decheng’s home more than 90 Falun Gong books, a desktop computer, two laptops, two printers, two paper cutters, three cell phones, two music players, copy paper, flash drives, and other personal belongings, along with 100 yuan from his wife’s purse. The couple were taken to the Dajiagou Police Station and then moved to the Xiajiadian Police Station. Because of their poor health, Ma Shuhua was released the next morning and Li Decheng was released on bail days later. The same sweep also seized practitioners who were later given multi-year sentences, including Su Cuizhi (苏翠芝, seven years), Zheng Yuming (seven years), Xie Yunxiang (谢云香, five years), and Wang Guiying (ten months), according to Minghui and the World Organization to Investigate the Persecution of Falun Gong.
Four-year sentence
Minghui reported on July 25, 2025 that Li Decheng had been convicted and admitted to the Changchun Tiebei Prison to serve a four-year term for practicing Falun Gong. The exact date of his sentencing and the date of his admission to the prison are unconfirmed — the report states only that the conviction and transfer were “recently confirmed.” 维权网’s August 31, 2026 monthly report (Issue 131) lists 李德成 among the prisoners of conscience in custody, in the “sentenced to 4 years” group — consistent with the four-year term reported by Minghui.
