李清 is a Falun Gong practitioner from Qingdao, Shandong Province. He is currently serving a four-year prison sentence and is held at Suzhou Prison in Jiangsu Province.
Case history
In March 2023, 李清 and his wife 张玲丽, a retired teacher of Qingdao University, were traveling in southern China when they were detained in Yangzhou, Jiangsu Province. According to the case report, police said surveillance cameras had captured him distributing Falun Gong materials the previous day. He was released on bail pending trial after a medical check recorded very high blood pressure, and the detention center declined to admit him.
He was subsequently sentenced to four years’ imprisonment by the Jiangdu District Court of Yangzhou. The report does not state the charge. On October 23, 2025, Yangzhou police took him into custody, and the following day he was transferred to Suzhou Prison to serve the sentence. The reported term runs to October 22, 2029. This is his second prison sentence. In 2010 he was sentenced to three and a half years for distributing Falun Gong materials and served the term in the No. 1 Prison of Shandong Province. (Source: same report.)

A note on namesakes
A different person, 李庆 of Xi’an — a Christian woman detained in connection with a 2025 house-church case — uses a different character (庆 vs 清) and is not connected to this case.
