Person profile: Liu Fanqin (刘范钦)
This archive preserves dated reporting on Liu Fanqin, a retired Chongqing optical-instrument-plant cadre and Falun Gong practitioner.
2000–2009 — earlier detention and nine-year sentence
Rights Defense Network and Minghui report an earlier labor-camp term after Liu traveled to Beijing to appeal for Falun Gong. They report that in June 2003 she was arrested after publicizing the alleged rape of Wei Xingyan by a police officer. Minghui alleges that Liu was suspended by handcuffed wrists and suffered permanent arm disability. Those torture allegations remain source-attributed.
2025–2026 — new detention and sentence
Rights Defense Network reports Liu’s April 27, 2025 arrest, September 11 indictment, November 2025 sentence of two years and six months, and transfer to Chongqing Women’s Prison. The March 2026 case biography gives a stated term through October 26, 2027.
August 31, 2026 — roster
Issue 131 lists 刘范钦 in the two-year-six-month group.
Evidence limits
Sources differ slightly on the start year of Liu’s Falun Gong practice, her age in 2009, and the length of an earlier labor-camp term. Those discrepancies are not resolved here. No public PRC court judgment or verified photograph was located. Current conditions after August 2026 are not established.
