Person profile: Liu Guilan (刘桂兰)
This archive preserves the reporting record for Liu Guilan of Yushu City, Jilin, including the unresolved disagreement over her 2024 sentence length.
2007 — earlier forced-labor case
A Minghui report from February 2007 names Liu Guilan of Xinli Town, Yushu City, among people given forced-labor terms, providing a historical identity anchor for the later case.
December 23, 2023 — arrest
Minghui and the CHRD database report that Liu was arrested at home with Zhang Shuhua and processed through the Zhengyang Police Station and Dehui City authorities.
June 2024 — conviction, disputed sentence
Minghui reports an eight-month sentence. The CHRD database records a three-year sentence and a stated term through December 22, 2026. Both sources otherwise match on identity, arrest, prosecution, and Jilin Province Women’s Prison. The discrepancy remains unresolved.

August 31, 2026 — custody roster
Rights Defense Network Issue 131 continues to list Liu among current prisoners. That dated roster is more compatible with the CHRD three-year record than with an eight-month sentence, but it does not by itself resolve the sentencing conflict.
Evidence limits
The CHRD database contains an apparent gender-field error listing “Male,” while its narrative, Minghui reports, and placement in a women’s prison identify Liu as female. No official court judgment was located. No definitive sentence length, release date, or post-August-2026 status is asserted.
