Liu Haiyan (刘海燕)

Liu Haiyan (刘海燕) is identified in monitoring reports as a Falun Gong practitioner from Longkou City, Shandong Province, about 60 years old at the time of her 2025 detention.

The World Organization to Investigate the Persecution of Falun Gong (WOIPFG) reports that Liu was detained on July 17, 2025 during a coordinated Longkou police operation and taken to the Yantai City Detention Center, where formal arrest was approved.

According to WOIPFG, the police investigation was concluded on August 18, 2025 and Liu’s case was transferred to the Longkou City Procuratorate. On September 3, 2025, the Longkou City Court accepted cases involving Liu and four other practitioners.

A January 23, 2026 hearing concerned three of Liu’s co-defendants. WOIPFG’s February 20 notice stated that the case had not yet been sentenced. No source located names a criminal charge specifically against Liu, and no report of her own trial or sentence was found.

Rights Defense Network Issue 131, dated August 31, 2026, includes “Liu Haiyan” in its current-custody roster. The Chinese characters 刘海燕 are inferred from the documented Longkou case and are not independently supplied by the parsed roster.

Status: listed in custody as of August 31, 2026; no sentence or later disposition is asserted.
