This archive preserves the documented case records concerning Liu Jian, the Bengbu police officer and real-name whistleblower detained in 2022. It is not the archive of the 1989 Xiangtan worker of the same name.
About this archive
Biographical summary: Liu Jian (刘建) — Bengbu Whistleblower Police Officer. The records below are listed with their provenance. Attribution follows the source: facts reported by monitoring organizations and independent outlets are identified as such, and conflicting early reports are flagged rather than merged.
Source chronology
1990–2009 — Career. Liu Jian, born 1972 in Bengbu, Anhui, enlists in 1990; joins the Bengbu criminal police in April 1994; leads the Ministry of Public Security’s second aid-Tibet team in 2009; earns provincial and bureau honors.
2020 — Whistleblowing and retaliation. After repeated online real-name reports about case-file destruction inside the Bengbu Public Security Bureau, he is assaulted inside the bureau by more than ten bureau leaders; threatened with expulsion and dismissal; witnesses colleagues destroying case files on March 11, 2022, and records it.
August 25, 2022 — Detention. Placed under criminal detention by the Bengbu traffic police branch on suspicion of “picking quarrels and provoking troubles”; held at the Bengbu Detention Center. An early independent report (August 30, 2022) described this instead as an arrest by the Anhui provincial department on subversion charges — recorded here as a conflicting early account.
2022-10-16 — Case-database entry. A human-rights case database records: 刘建 / LIU JIAN / born 1972 / male / suspected picking-quarrels charge / held at Bengbu Detention Center / trial held May 16, 2023.
May 16, 2023 — Trial. The Bengshan District Court tries the case; the monitoring record reports three charges: picking quarrels and provoking troubles, illegal business operations, and illegal possession of state secret documents.
September 17, 2023 — Sentencing. Sentenced to five years and six months; term through February 24, 2028; reported serving at Bengbu Prison, Anhui.
Source records
- Case-database record — 刘建 / LIU JIAN / 1972 / M / suspected picking-quarrels / held at Bengbu Detention Center, with the full whistleblowing-to-trial narrative (2022-10-16 entry). (Human-rights monitoring database; single unique exact-name row.)
- Prisoner-concern case file — “劉建(CPPC編號:01189)” (cppc1989.blogspot.com/2022/09/cppc01189.html). Adds the trial details, the three-charge prosecution, the September 17, 2023 verdict (5 years 6 months, term to 2028-02-24), and the Bengbu Prison placement; includes captioned photographs (honors, self-recorded videos, detention notice). (Established political-prisoner monitoring organization; case file as reported by the organization.)
- Independent rights-observation report — “刘建因举报贪腐被以煽颠罪逮捕” (msguancha.com/a/lanmu13/2022/0830/22201.html), August 30, 2022. Early report: describes an arrest by the Anhui provincial department on subversion charges following the online whistleblowing; corroborates the identity anchors (Bengbu officer, 1990 enlistment, 1994 police service, 2009 aid-Tibet team leader, honors, 2020 assault, March 11, 2022 file-destruction witnessing). Note: its body text writes the name as 刘健 while the title, the database, and the monitoring file give 刘建; its charge/account of the arrest conflicts with the later detailed accounts. (Independent Chinese-language rights media; early report, inconsistencies flagged.)
Contradictions and gaps
- The August 2022 report describes a subversion-charge arrest by the provincial department; the later database and monitoring accounts describe a picking-quarrels detention by the Bengbu traffic branch, a three-charge indictment, and a 2023 sentencing. The later, more detailed accounts are given primacy in the profile above; the early report is preserved here as a conflicting account.
- The name is written 刘健 in the body of the August 2022 report versus 刘建 elsewhere — an unresolved typographic inconsistency in that outlet.
- No court judgment or official statement has been independently reviewed; the verdict details come from the monitoring organization.
- No official or state-media coverage of the case was found.
