Documented record

Asia Watch reported Liu among five Changsha Workers’ Autonomous Federation leaders arrested around June 16, 1989. The ILO Committee on Freedom of Association later recorded the PRC government’s response that Liu received three years’ imprisonment for disturbing public order. The original judgment has not been recovered in the evidence set used here.

Source relationship

The ILO record and Asia Watch sentence reporting overlap in evidentiary lineage and are not treated as two independent confirmations. Official accusations concerning “counterrevolutionary propaganda,” traffic obstruction and strike activity are retained only as attributed allegations.
