Liu Zhengang is a political prisoner from Henan Province who was reported in 2024 to have been sentenced to five years and six months in prison for subversion of state power in connection with his participation in the China Democratic Victory Party, following a mass-arrest wave in Luzhou, Sichuan, in 2022.
Background
Liu Zhengang was born on September 9, 1987, in Caiyuan Town, Tangyin County, Henan Province. He was a resident of Xingbao Garden on Chang’an Road in Wujiang District, Suzhou, Jiangsu Province, where he used the online names “南宫道人” and “刘子德”. He was described in monitoring records as a key member of the China Democratic Victory Party.
The Luzhou 2022 case
Between May and September 2022, authorities in Luzhou, Sichuan, carried out a wave of arrests of people involved in organizing the China Democratic Victory Party. Liu Zhengang was taken by Luzhou police on May 19, 2022, and placed under residential surveillance at a designated location. On September 7, 2022, he was placed in criminal detention on suspicion of subversion of state power; on September 30 the Luzhou procuratorate formally approved his arrest.
On June 19, 2024, the Luzhou Intermediate Court tried and sentenced the group: Liu Zhengang was reported to have received five years and six months in prison for subversion of state power, along with two years’ deprivation of political rights and a 40,000-yuan fine. Five co-defendants were reported to have received sentences ranging from twelve to three years on the same charge. All appealed. On December 2, 2024, the Sichuan High Court rejected the appeals and upheld the original judgments; Liu’s term was estimated to run to January 2028.
According to the reporting, the six defendants were effectively incommunicado for roughly three years, with almost no family receiving legal documents or being permitted to meet the detainees or engage lawyers — which is why the case remained little known outside monitoring circles. In April 2025 he was reported to have been transferred to the No. 6 ward of Sichuan Chuanzhong Prison to serve his sentence.
Current status
According to the last dated records (a case-database entry from June 2024 and a rights-organization profile from November 2024), Liu Zhengang was serving a five-year-six-month term estimated to run to January 2028, most recently reported in April 2025 at the No. 6 ward of Sichuan Chuanzhong Prison. No independently verified information beyond those records is available regarding his custody, transfer, or release. (His present-day status is unverified and is not asserted here.)
