Luan Dewu is a Falun Gong practitioner from Gongzhuling City, Jilin Province. His Chinese name characters were not confirmed in the reviewed sources and are therefore not supplied here.
Minghui reports that Luan began practicing Falun Gong in late 1998. He and his wife, Geng Wanying, were detained in August 2005 by agents of the Gongzhuling City Domestic Security Office and 610 Office and held for 15 days.
On April 26, 2008, according to Minghui, the couple were arrested at their rented home by police from Gongzhuling and Siping. In October 2008, both were sentenced to four years in prison. Luan was held at Jilin Province Second Prison. Minghui published allegations of solitary confinement, shackling, force-feeding, and other mistreatment during that term; those claims remain source-attributed.
On February 6, 2023, Luan was arrested again with Wang Li, Liu Guijie, and Zhang Qian. Minghui reports that the Gongzhuling City Court held a hearing on July 10, 2023 and, on August 25, sentenced Luan to four years in prison.
A later Minghui report states that Luan and Zhang Qian were admitted to Jilin Prison in November 2023.
