Ma Haipeng
Ma Haipeng is a resident of Xianyang City in Shaanxi Province who is reported to be in custody for practicing Falun Gong.
According to Minghui.org, Ma Haipeng was arrested in 2019 together with three other Xianyang residents — Zhang Peng, Wang Yuchao, and Zang Jinda — after the four were found distributing informational materials about Falun Gong in Chunhua County. Police searched their homes and confiscated computers and printers. The four were held at the Chunhua County Detention Center and later indicted by the Xianyang City Procuratorate.
In around August 2021, the four men were sentenced to prison. Zhang Peng received a nine-year sentence; the other three, including Ma Haipeng, received sentences reported as ranging from five to nine years. Ma Haipeng’s individual sentence length was not specified in the reports.
The four were transferred to Weinan Prison in Shaanxi Province to serve their sentences. In May 2025, Minghui.org listed Ma Haipeng among at least sixteen Falun Gong practitioners held at Weinan City Second Prison.
The Rights Defense Network’s Issue 131 custody roster, published August 31, 2026, lists Ma Haipeng among reported current custody cases.
