Miao Jianguo (苗建国) — Political Prisoner Profile

Miao Jianguo (苗建国)

Miao Jianguo (苗建国), born in 1964, is a former railway electrician from Jinzhou City, Liaoning Province. He worked in the equipment workshop of the Jinzhou Railway East rolling-stock section and is a Falun Gong practitioner, which he began practicing in 1995. He was last documented in custody serving a five-year sentence whose recorded term runs through August 2029.

According to the case reports, after the nationwide crackdown on Falun Gong began in 1999, Miao was repeatedly detained, sent to brainwashing sessions, labor camps, and prison for refusing to renounce his practice — a total of seven years of imprisonment and labor detention before 2022. The reports describe: a first arrest in October 2001, during which his then eight-months-pregnant wife was startled and suffered a placental abruption, resulting in the death of the fetus; a second arrest on July 23, 2002, followed by three years of forced labor (his term was extended while briefly released on bail, and he was not freed until February 15, 2007); and a third arrest on February 25, 2008, followed by a four-year prison sentence, during which his mother died and his father died in a car accident, neither of whom he could see before they passed.

On February 21, 2022, Miao was arrested at his home by officers of the Zijin Police Station of the Linghe District Public Security Bureau in Jinzhou. The reports state that three officers first came when he was not home, returned after he came home, searched the home, and confiscated his Falun Gong-related materials and mobile phone. He was taken to the Jinzhou City Detention Center, where the reports state he was held after a promised seven-day release did not happen. He was indicted by the Linghai City Procuratorate and sentenced to one and a half years in prison by the Linghai City Court; he appealed. The term ran through August 20, 2023.

On August 21, 2024, Miao was arrested again at his home, this time by national-security officers of the Taihe District Public Security Branch. On February 18, 2025, he was tried by the Linghai City Court, which sentenced him to five years in prison with a 6,000-yuan fine; the charge and the facility are not stated in the available record. He appealed, and the intermediate court upheld the sentence. The recorded term runs through August 20, 2029.

One report describes Miao as a 51-year-old, while the prisoner database record gives his birth year as 1964; the discrepancy is unresolved and both figures are recorded as reported. The charge underlying the 2025 sentence and his current place of detention are not stated in any available source. His name also appears on a rights-monitoring roster of mainland Chinese in-custody political and conscience prisoners as serving a five-year sentence.

Sources and documentation

Case details come from a Minghui report published October 1, 2022 (Chinese), an English-language report by the Falun Dafa Information Center based on the Minghui reporting, and from the prisoner-of-conscience record of a Chinese human-rights monitoring database (entered November 14, 2022; updated to reflect the 2024 arrest and 2025 sentence), which agree on the name, birth year, city, occupation, both case chronologies, the sentences, and the term. No international-media, government, or court-published reporting specific to this person beyond these was located. No release has been documented.
