Miao Xiuqiong (缪秀琼) — Political Prisoner Profile

Miao Xiuqiong (缪秀琼)

Miao Xiuqiong (缪秀琼), a woman of Yi ethnicity born February 5, 1948, is a Falun Gong practitioner from Chenguan Xiaozhai village, Lin’an town, Jianshui County, Honghe Hani and Yi Autonomous Prefecture, Yunnan Province. She was last documented in custody in Ward 9 of the Yunnan No. 2 Women’s Prison, serving a four-year sentence whose recorded term ran through December 2025.

She began practicing Falun Gong in July 1999. According to the case reports, after the nationwide crackdown began later that year she was repeatedly detained and held in police stations, detention centers, a drug rehabilitation center, labor camps, and prisons for refusing to renounce her practice and for speaking to people about Falun Gong.

In July 2004 she was sent to a brainwashing class at the Chenguan militia base. On January 12, 2005, she was detained at the Chenguan police station for one week and then given three years in a labor camp, served at the Dabanqiao Women’s Labor Camp in Kunming; the reports state she was placed in solitary confinement for six months for refusing to renounce her belief, and was released in January 2007. In 2009 her home was raided and her books seized; she was held 15 days at the Jianshui drug rehabilitation center, then fled her home in August to avoid further detention. Her husband, Li Baoyi, died in mid-October 2009 under the strain of the pressure on the family, according to the reports.

She was arrested again on March 15, 2016, held at the Caoba Detention Center in Mengzi, and on December 15, 2016 was sentenced by the Jianshui County Court to four and a half years in prison with a 13,000-yuan fine. In January 2017 she was transferred to the Yunnan No. 2 Women’s Prison, where she was held in Wards 9 and 7; the reports describe mistreatment including forced labor and monitored confinement. She was released in mid-January 2020.

One day in December 2021, she went to Jianshui city as usual to speak to people about Falun Gong and never returned home. With no word of her for over a year, a public appeal for information about her whereabouts was published in July 2023. In September 2023 it was learned that she was being held in Ward 9 of the Yunnan No. 2 Women’s Prison, where she had been sentenced to about four more years, with the term recorded as running through December 2025.

Name and identity note: her name appears in one earlier report rendered as 廖秀琼; the case accounts treat this as a rendering of the same person’s name, not a separate individual. She has no connection to the Falun Gong practitioner 苗淑卿 of Fushun, who is a different person with a different case.

Sources and documentation: case details come from a Minghui report published September 26, 2023 (Chinese), an English-language report by Bitter Winter published October 5, 2023, and from the prisoner-of-conscience record of a Chinese human-rights monitoring database (entered October 5, 2023), which agree on the name, birth date, ethnicity, county, case history, both sentences, the facility, and the term. No international-media, government, or court-published reporting specific to this person beyond these was located. The term end (December 2025) is recorded; no release has been documented, and no release is asserted here. Miao Xiuqiong — media and documentation archive
