Qu Hongbo (曲红波), known to his congregation as Pastor Mingdao (明道牧师), is a pastor of the Celt Youth Fellowship (塞尔特青年团契) in Shenyang, Liaoning Province. Monitoring records report that he was detained in June 2025 on suspicion of “using a cult organization to undermine implementation of the law.”
2025 detention
Rights Defense Network and Civil Rights & Livelihood Watch report that Qu was taken from his home on June 28, 2025. Other members of the fellowship were detained over the following days. Five core co-workers were reported criminally detained in connection with the same case.
Reported mistreatment
Church-member accounts published by monitoring organizations allege that Qu and other detainees were beaten, forced into stress positions, denied food and water, and pressured to sign confessions. These allegations have not been independently verified and remain explicitly source-attributed.
Status and evidence limits
Monitoring records state that Qu was briefly released on bail and re-detained on September 29, 2025. CHRD records him as in pretrial detention, and Rights Defense Network Issue 131 lists 明道（曲红波牧师） among reported current prisoners as of August 31, 2026.
