Tong Ying-kit (唐英杰), also rendered as Tang Yingjie in the Rights Defense Network / CHRD roster, is a Hong Kong resident who was the first person convicted under Hong Kong’s National Security Law. On July 1, 2020, he rode a motorcycle during a protest while carrying a flag bearing the slogan “Liberate Hong Kong, Revolution of Our Times.” On July 27, 2021, a panel of three judges convicted him of terrorism and inciting secession, and on July 30, 2021 he was sentenced to nine years in prison.
Rights Defense Network / 维权网 Issue 131 dated August 31, 2026 lists Tang Yingjie / 唐英杰 in the nine-year fixed-term-imprisonment subgroup. The established Hong Kong romanization “Tong Ying-kit” is used as the primary English name here, with “Tang Yingjie” retained as the roster alias.
Legal context
VOA reported the conviction and nine-year sentence as the first under the National Security Law. Legal analysts Eric Yan-ho Lai and Thomas Kellogg later argued that the judgment set a dangerous precedent and did not adequately protect international human-rights standards; that is their attributed analysis, not a finding adopted by this page.
Status and evidence limits
The 2026 roster provides a dated in-custody classification. This profile does not infer Tong Ying-kit’s current prison location, sentence progress, release date, or any appeal outcome beyond what is independently sourced.
