Wang Guoting (王国廷)

Classification: Villager and rights defender from Beichen District, Tianjin; sentenced in the 2012 village-head killing case; serving a suspended-death sentence; reported in custody as of August 2026.

Background

Wang Guoting (王国廷), born in 1948 — the CHRD database gives June 24, 1948, while a separate monitoring record lists the birth date as unknown — is from Xinxinzhuang Village, Beichen District, Tianjin. His son, Wang Fuchun (王复春), was a rights defender who challenged the village head in a village election.

The 2012 clash

In May 2012, the village was preparing to hold a village-committee election. The incumbent village head, Huang Shuanglai (黄双来), was seeking re-election. He was widely alleged by villagers to have enriched himself during his tenure — building a mansion and leasing village land cheaply to relatives — and villagers pressed for the committee’s accounts to be made public. Villagers nominated Wang Guoting’s son Wang Fuchun and another villager, Heng Qingjie, to stand against him.

According to contemporaneous reporting, on May 9 Huang led several men into Wang Guoting’s home; on May 10, assailants beat Wang Fuchun, splitting his lip; on May 11, Huang led another group to Wang Guoting’s home late at night. Family members, relatives, and villagers who rushed to the scene clashed with Huang’s group, and in the fight Huang and two of his associates were killed. Wang Guoting turned himself in to police afterward. Ten people, including Wang Guoting, his wife, his son, and relatives, were detained.

Trial and sentence

On September 13, 2013, the Tianjin Intermediate People’s Court tried the case behind closed doors and sentenced Wang Guoting to death for intentional homicide, depriving him of political rights for life. His defense lawyers argued the killings resulted from excessive self-defense after repeated unanswered assaults and police inaction. The Tianjin High People’s Court twice upheld the death sentence in closed trials (April 29, 2014 and May 28, 2014). The Supreme People’s Court did not approve the death sentence, and the case was sent back; Wang Guoting’s sentence was commuted to death with a two-year reprieve (suspended death). A 2022 monitoring update suggested the sentence may later have been further reduced to life imprisonment, but this is unconfirmed; the August 2026 custody listing still places him in the suspended-death group.

Current status

Rights-monitoring records place him in custody in Tianjin (the Beichen District Detention Center per the CHRD record; a 2022 update suggested he may have been moved to Tianjin No. 6 Prison, also known as Binhai Prison). The detention location could not be independently confirmed. The Rights Defense Network’s Issue 131 monthly in-custody report (August 31, 2026) lists him among suspended-death prisoners.

Identity note: This profile describes 王国廷 of Tianjin. He is not 王国辉 (Wang Guohui) and not 王桂令 (Wang Guiling) — separate persons.
