Born around 1952, Wei moved to Qingdao, Shandong Province, where she lived at her son’s home in Chengyang District and helped care for her grandchild. She began practicing Falun Gong around 2004.

According to case records compiled by Falun Gong monitoring sources and the CHRD Prisoners of Conscience database, Wei was first detained in September 2005, when police in Huanan County raided her home and confiscated Falun Gong books; she was held for more than 40 days. In August 2007 she was again detained and sent to the Jiamusi labor camp for more than 50 days. While living in Qingdao she was detained by the Zhengyang Road police station in August 2013 (10 days) and June 2015 (one day).

On October 25, 2015, Wei was detained again in Qingdao after distributing Falun Gong materials. On January 23, 2017, the Chengyang District Court sentenced her to two years’ imprisonment; her appeal was upheld by the Qingdao Intermediate Court. She served the term in Jinan Prison and was released on October 25, 2017.

On May 4, 2018, Wei was detained again by the Zhengyang Road police station and held in the Jimo detention center. In January 2019, the Jimo District Court sentenced her to three years and four months. She was transferred to the Shandong Women’s Prison in April 2019 and released on August 4, 2021, one month before the end of her term.

On March 2, 2023, Wei was detained on the street in Qingdao by the Zhengyang Road police station while promoting Falun Gong, and was held in the Jimo No.2 Detention Center. The case was prosecuted by the Jimo District Procuratorate and tried by the Jimo District Court. On January 11, 2024, the court sentenced her to three years and six months in prison and a fine of 10,000 yuan. She appealed. She was transferred to Jinan Prison in June 2024.

Wei completed the three-and-a-half-year term and returned home on September 2, 2026, at the age of 73. The Minghui case record states that her husband and daughter died amid the years of persecution against her.
