This archive accompanies the canonical profile of Xia Kuanqun, a Changde City government-organ cadre documented by Asia Watch in connection with support for the 1989 student movement and subsequent administrative re-education through labor.
Documented record
Asia Watch reported Xia Kuanqun as a 34-year-old cadre employed in a government organ in Changde City, Hunan. During the 1989 Democracy Movement, he reportedly encouraged cadres in his work unit to go into the streets in support of students and donated several hundred yuan to the student movement.
According to the same source, the Changde City Public Security Bureau imposed three years of re-education through labor on Xia in November 1989. The available record describes an administrative detention measure rather than a criminal conviction by a court.
Evidence limits
The current source packet does not contain the RTL decision, a detention-facility record, a confirmed release date, later biographical documentation, or a verified current status. The nominal three-year term is therefore not treated as proof of release.
