2022

August 20, 2022 — Rights Defense Network (维权网) report, via mirror: “Hubei Zigui County’s Xiang Zuohua criminally detained on the eve of the 20th Party Congress for persisting in seeking redress.” The report states that on August 17, 2022, Xiang Zuohua — a villager of Yanwotai Village, Jiuyuanxi Township, Zigui County, Yichang, Hubei — was seized by the Zigui County Public Security Bureau on suspicion of “picking quarrels and provoking trouble” and held at the detention center, after years of appealing a 1999 intentional-injury conviction he says was wrongful. His wife publicly appealed for outside attention, describing the detention as stability-maintenance abuse of power ahead of the Party congress. The report recounts the 1999 water dispute, the death of Yan Kegui, the ten-year sentence ((1999)秭刑初字第43号), the 2004 retrial decision that was never acted upon, and repeated rejections of his appeals through 2021.
