Xiao Huidu / 肖会度(萧会度) — Hunan Teacher Sent to Reeducation Through Labor

Evidence status: Documented profile with unresolved Chinese-character form. Current status is unknown.

Xiao Huidu was a teacher in Huaihua, Hunan, and a graduate of Hunan Normal University. Human Rights Watch/Asia Watch reported that he taught at Huaihua County No. 1 Middle School and was arrested in October 1989 after participating in activities connected to the 1989 Democracy Movement.

According to Anthems of Defeat: Crackdown in Hunan Province, 1989–92, authorities alleged that Xiao had connected with students from outside the area, helped students “make chaos,” and written “reactionary slogans.” These are authorities’ characterizations reported by Human Rights Watch, not findings from a court judgment.

Human Rights Watch reported that in early 1990 the Huaihua City Public Security Bureau sent Xiao to two years of reeducation through labor. This was an administrative detention measure rather than a criminal-court sentence. A later CHRD compilation also records a Xiao Huidu from Huaihua with two years of detention.

Name and source conflict

The Chinese characters remain unresolved. CHRD renders the name 肖会度, while a 2013 Hunan prisoner compilation renders it 萧会度. The English-language Human Rights Watch report gives only “Xiao Huidu.” The convergence of Huaihua, teaching occupation, 1989 activity and the two-year administrative term strongly supports a single person, but the correct Chinese surname character should not be asserted until a primary Chinese document is found.

A separate same-name record described elsewhere as a Shaoyang Workers’ Autonomous Federation organizer must not be merged into this Huaihua teacher without stronger identity evidence.

Current status

No reliable post-detention trace has been established in the sources reviewed. The nominal term must not be converted into a release fact. Current status: unknown.
