This archive accompanies the canonical profile of Xiao Shenhe, a Ningxiang County farmer documented by Asia Watch in connection with the 1989 Democracy Movement and subsequent administrative re-education through labor.
Documented record
Asia Watch reported Xiao Shenhe as a 32-year-old peasant from Ningxiang County, Hunan. The report states that he participated in demonstrations and meetings during the 1989 Democracy Movement and reportedly planned to establish an “Anti-Corruption Action Group.”
According to the same source, Xiao was arrested after June 4, held in the Changsha County Jail, and at the end of 1989 sent to the Changsha City Xinkaipu Labor Re-education Center for three years of re-education through labor. The available record describes an administrative detention measure rather than a criminal conviction or court sentence.
Evidence limits
The source packet does not establish a confirmed release date, post-detention biography, or current status. A nominal three-year administrative term is not treated here as proof of release.
