Documented record

Asia Watch reported that Xiong Jianjun, Wu Wei, Deng Jun, and Fu Guanghui organized a workers’ autonomous organization and agitated for strikes. The report said this activity contributed to a brief shutoff of Changde’s water supply.

All four were reported arrested after June 4, 1989. In November 1989, the Changde City Public Security Bureau imposed re-education-through-labor terms ranging from two to three years. The source does not identify Xiong Jianjun’s individual term. RTL was administrative detention rather than a criminal court conviction.

Research limits

The 1992 source said the four workers might then have been free but explicitly lacked confirmation. Exact age, job position, arrest date, individual RTL term, detention facility, release date, later biography, and current status remain unresolved.
