Xu Hengkui (许恒奎) — Person Profile
Xu Hengkui (许恒奎), born in 1963, is a farmer from Ganguantun village in Guan County, Liaocheng City, Shandong Province, who practices Falun Gong and is serving a seven-and-a-half-year prison sentence. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists him in its 7-years-6-months-sentence band, confirming he remains in custody serving his term as of that date.
The case
According to the Tenzhu political-prisoner database and a detailed victim profile published by the Minghui library, police from the Ganguantun police station seized Xu and searched his home on May 13, 2022, and he was held in the Guan County detention center. After a period of release on medical bail, his case was sent to the procuratorate. On December 21, 2022, the Guan County Court tried Xu together with seven other Falun Gong practitioners by video; on January 4, 2023, it sentenced him to seven years and six months in prison and fined him 18,000 yuan. Xu appealed; the Liaocheng Intermediate Court first vacated the judgment and ordered a retrial, and after a second round of proceedings, upheld the seven-and-a-half-year sentence in 2024, Minghui reports. Minghui says he was then moved to Jinan Prison; the database record lists him as serving his term in the Shandong provincial prison system with a recorded release date of November 12, 2029.
Earlier targeting
Minghui reports that Xu was detained repeatedly around 2000–2002 for his practice of Falun Gong, including two years of re-education-through-labor beginning in March 2002. This is the outlet’s account, preserved as attributed.
Status and evidentiary limits
As of August 31, 2026, Xu Hengkui was recorded as in custody serving a seven-and-a-half-year sentence. The formal criminal charge is not stated in any source located, and no court document has been published. The database record says “Shandong Provincial Prison” while Minghui reports a transfer to Jinan Prison — recorded here as consistent rather than conflicting, since Jinan Prison is a provincial prison. No PRC official or state-media record of this case was found. Do-not-merge: the eight co-defendants tried alongside him, including Zhang Yuxiang, are separate case records — do not merge on co-listing alone.
