Yang Haixia (杨海霞) is a Falun Gong practitioner from Daqing City in Heilongjiang Province. According to reports by the Falun Dafa information network Minghui, she was 62 years old in 2021 and had taken up the practice in 1997. After the persecution began she was detained several times: for 15 days in May 2000 after doing exercises in a park, for another four months after traveling to Beijing to appeal for the right to practice, and for a month in January 2001.
On February 5, 2020, police arrested Yang, fellow practitioner Li Shuchun, and Li’s nephew Li Helong — who is not a practitioner — after a surveillance camera recorded them putting up banners about Falun Gong on a roadside in Dumeng County. The three were soon released on bail, but Yang was taken back into custody on January 11, 2021. On May 19, 2021, the Ranghulu District Court tried the three inside the Daqing City Detention Center; Yang and Li were each represented by lawyers who entered not-guilty pleas. The prosecution charged them with “undermining law enforcement with a cult organization” and recommended eight years for Yang. On July 23, 2021, the court sentenced Yang to seven years in prison; Li Shuchun received five years. Yang appealed to the Daqing City Intermediate Court, which upheld the sentence in mid-September 2021. A February 2022 Minghui report noted that Yang and Li Shuchun were transferred to the Heilongjiang Province Women’s Prison on January 7, 2022. The Rights Defense Network’s Issue 131 in-custody roster (August 31, 2026) lists Yang Haixia among those sentenced to seven years, consistent with the reported sentence being served.
