The report’s own name index independently places 杨俊成 in the Y block as “…杨俊成、杨奎、杨兰英…”, matching the English index’s “…Yang Juncheng, Yang Kui, Yang Lanying…”. This positional identification, from the report’s own two editions, is the sole basis for the Chinese characters — no independent biographical source confirms them. The adjacent-index name 杨奎 (“Yang Kui”) is a separate roster entry in a different sentence category, not this person.
