Yin Guiying / 尹桂英 — Political Prisoner Profile

Yin Guiying (尹桂英) is a Falun Gong practitioner from Nong’an County in Changchun, Jilin Province. In 2024 she was sentenced to twelve years in prison by the Dehui City Court; her recorded term runs to August 23, 2034. She is held at the Jilin Provincial Women’s Prison.

The 2022 arrests. At noon on August 24, 2022, Yin was taken into custody together with fellow practitioners Su Xiufu and Xu Yafen at the Xinhaimingzhu residential community in Helong Town, Nong’an County. According to Minghui, a Falun Gong-affiliated outlet that has followed the case, the operation was carried out jointly by officers of the Changchun Municipal Public Security Bureau, the Nong’an County Public Security Bureau, and the Helong police station. Officers also seized two boxes of belongings from the residence and, at Xu Yafen’s home, removed Falun Gong books, a portrait of the group’s founder, and a computer. All three were placed in the Changchun No. 2 Detention Center. Minghui reported that the three had been under surveillance for roughly half a year before the arrests, and that when family members and lawyers sought to meet them, officials at the Changchun justice bureau, the Nong’an state-security unit, and the Dehui court each deflected responsibility to the others, blocking lawyer visits.

Sentencing and imprisonment. The case was routed through the Dehui City Procuratorate to the Dehui City Court. In September 2024, Minghui reported the outcomes: Su Xiufu received thirteen years, while Xu Yafen and Yin Guiying each received twelve years. The specific criminal charge was not stated in the reporting. On August 14, 2024, Xu Yafen and Yin Guiying were transferred to the Jilin Provincial Women’s Prison, according to the same account. The prisoner-of-conscience database maintained by Chinese Human Rights Defenders records Yin’s twelve-year term as ending on August 23, 2034. A civil-society monthly roster of mainland political prisoners (Weiquanwang, August 31, 2026) continues to list her among prisoners serving twelve-year terms.
