Zhang Chenglan (张承兰)

Zhang Chenglan is a Falun Gong practitioner from Jinan, Shandong Province, who is serving a three-year prison sentence imposed on April 15, 2026. She is the wife of Liu Ruping, a Jinan lawyer and fellow practitioner whose own case is documented alongside hers.

Zhang, an engineer at the Changqing District Economic and Information Bureau in Jinan, was detained with her husband on September 29, 2025, when police in Jinan’s Changqing district swept up some 40 Falun Gong practitioners in a coordinated operation. According to the rights-reporting network 维权网 and the World Organization to Investigate the Persecution of Falun Gong, she was held at the Jinan City Detention Center. The couple were tried at the Changqing District Court on March 13, 2026, and sentenced on April 15, 2026 — Zhang to three years’ imprisonment and her husband to three years and six months, with a combined fine of 18,000 yuan.

This is not the first time Zhang has been punished for her faith. In August 2008 she and her husband were arrested by Changqing district police and the local 610 Office; she was given 18 months in a forced-labor camp, according to Minghui reporting. The April 2026 sentence was her second prison term. The 维权网 monthly report on mainland China’s political prisoners (August 2026 edition) lists 张承兰 among its current detainees in the three-year-sentence group.
