Zhang Shengquan (张盛全) is a Falun Gong practitioner from Chongqing, serving a nine-year prison sentence. On September 7, 2018, he was detained together with four other practitioners — Li Jiahui (李嘉惠), Li Yuhua (李玉华), Gao Hongwei (高洪伟), and Qin Xuemei (秦雪美).

By June 2021, all five had been sentenced.
