This archive collects the media record of the case of Zhang Xiuqin (张秀琴), a Falun Gong practitioner from Jinzhou City, Liaoning Province. Detained on January 17, 2024, near the Mingxing residential area in Jinzhou, she was tried by the Linghai City Court on April 11, 2024, sentenced on May 10, 2024, to six years in prison with a 12,000-yuan fine, and — after her appeal was denied on July 2, 2024 — transferred around August 18–21, 2024, to Ward 12 of the Liaoning Province Women’s Prison. The Rights Defense Network lists her as a current in-custody political prisoner (Issue 131, August 31, 2026) in its six-year sentence group. Her case is documented by a dedicated June 2024 case notice from the World Organization to Investigate the Persecution of Falun Gong and by the Rights Defense Network’s Issue 131 roster in both Chinese and English editions.
Source provenance
The World Organization to Investigate the Persecution of Falun Gong (WOIPFG, zhuichaguoji.org) is a Falun Gong-affiliated monitoring organization that publishes case notices naming officials and institutions it holds responsible for the detention and prosecution of practitioners. It is a partisan source: its notices present detentions as persecution and reflect the Falun Gong community’s perspective. The case facts below should be read as reported by that organization, not as independently verified findings.
The Rights Defense Network (维权网) monthly report is a systematic roster published monthly; Issue 131 (August 31, 2026) lists 1,638 reported current-custody political prisoners and prisoners of conscience grouped by sentence length. It corroborates the six-year sentence independently of WOIPFG.
Chronological media record
January 17, 2024 — detention. WOIPFG reports that Ms. Zhang, then 61 and residing in Jinzhou City, Liaoning Province, was seized near the Mingxing residential area by the Tiedong Market by officers of the domestic-security division of the Guta branch of the Jinzhou Public Security Bureau; her home was searched.
January–April 2024 — prosecution. The domestic-security division referred her case to the Linghai City Procuratorate; prosecutor Li Feng indicted her before the Linghai City Court. The court tried her on April 11, 2024; her lawyer and family-appointed defenders entered not-guilty pleas.
May 10, 2024 — sentencing. The Linghai City Court sentenced her to six years in prison and imposed a 12,000-yuan fine.
May 13 – July 2, 2024 — appeal. She appealed to the Jinzhou Intermediate People’s Court on May 13, 2024; the court upheld the verdict on July 2, 2024.
Circa August 18–21, 2024 — prison transfer. WOIPFG reports she was transferred to Ward 12 (第十二监区) of the Liaoning Province Women’s Prison (updated into the notice on August 25, 2024).
August 31, 2026 — roster classification. The Rights Defense Network’s Issue 131 monthly report lists 张秀琴 in its 判刑6年,54人 (sentenced to 6 years, 54 people) group; the English edition confirms “Zhang Xiuqin” in the parallel band.
