Zhang Yuebing (张岳兵) — Media Profile & Archive
See the Person Profile.
This archive collects the media record of the case of Zhang Yuebing (张岳兵), a rights defender from Rugao City, Nantong, Jiangsu Province. Years of administrative lawsuits and public-interest complaints against local authorities have been met with repeated police surveillance, travel restrictions, and criminal procedures: a prison term completed in October 2023 followed days later by criminal detention on suspicion of intentional injury; a fractured rib in August 2025 that he and his family attribute to a beating by local personnel; hospital surveillance and a hunger strike in August 2026; and a 24-hour police summons on September 22–23, 2026, for forwarding rights-defense information on WeChat. The Rights Defense Network lists him as a detained-without-trial political prisoner in its Jiangsu group (Issue 131, August 31, 2026). His case is documented by China Focus (October 2026, drawing on 民生观察 reporting) and by the Rights Defense Network’s Issue 131 roster in both Chinese and English editions.
Source provenance
聚焦中国 (China Focus) is an independent Chinese-language news platform; its October 2026 report on Mr. Zhang draws on 民生观察 (Civil Rights & Livelihood Watch) reporting, a published detention notice, court-hearing accounts, and hospital imaging reports. It is a non-state source sympathetic to rights defenders. Case facts below should be read as reported by those outlets, not as independently verified findings.
The Rights Defense Network (维权网) monthly report is a systematic roster published monthly; Issue 131 (August 31, 2026) lists 259 reported detained-without-trial political prisoners and prisoners of conscience by region. It independently corroborates Mr. Zhang’s political-prisoner status and Jiangsu placement.
Chronological media record
Early record — lawsuits and complaints. Public court records show Mr. Zhang filed administrative lawsuits against the Rugao municipal government over government information disclosure. 民生观察 reporting describes years of public-interest complaints — bus fare overcharging, blocked fire lanes — met with surveillance, travel restrictions, and criminal procedures.
October 2023 — release and re-detention. Days after completing a prison term and returning home, Mr. Zhang was involved in a conflict and was criminally detained by the Rugao Public Security Bureau on suspicion of intentional injury (故意伤害罪); police issued a written detention notice to his family. During an earlier court hearing, his defense lawyer described police seizing his phone and deleting footage at the scene.
August 2025 — injury dispute. Imaging reports from the Affiliated Hospital of Nantong University, published by 民生观察, showed a fractured right sixth rib. Mr. Zhang and his family allege a beating by local personnel; the report notes these responsibility claims come principally from the parties’ own statements.
August 2026 — hospital surveillance and hunger strike. 民生观察 reported Mr. Zhang under personnel surveillance while hospitalized at the Rugao Hospital of Traditional Chinese Medicine, staging a hunger strike over his treatment.
September 22–23, 2026 — the 24-hour summons. Rugao police took Mr. Zhang away on the afternoon of September 22 over his forwarding of rights-defense information on WeChat; he was questioned for about 24 hours and released at about 3 p.m. on September 23. No public reporting disclosed the specific legal basis for the summons.
August 31, 2026 — roster classification. The Rights Defense Network’s Issue 131 monthly report lists 张岳兵 in its 羁押未判 (detained without trial), 259-person group, in the Jiangsu (13 people) list; the English edition confirms “Zhang Yuebing” in the parallel list.
