Identification
Zhang Zhan’an (张占安) is a Falun Gong practitioner from Jinzhou City, Liaoning Province, China. According to the Chinese Human Rights Defenders (CHRD) database of prisoners of conscience in mainland China, he was detained on August 31, 2023, approved for arrest on September 13, 2023, and sentenced in early January 2024 to three years and six months in prison with a 7,000-yuan fine; the specific charge was not stated. His projected release date is February 28, 2027.
Detention and sentencing
On August 31, 2023, police operating under the Guta District sub-bureau of the Jinzhou public security authorities detained Zhang Zhan’an together with several other Jinzhou Falun Gong practitioners. He was held at the Jinzhou Detention Center. On September 13, 2023, the Linghai City Procuratorate approved his arrest. In early January 2024, he was sentenced to three years and six months in prison and fined 7,000 yuan. On April 1, 2024, he was transferred to Panjin Prison. A Minghui victim-record update dated February 2025 reports that he had by then been moved to Dalian Prison.
The Rights Defense Network’s (维权网) monthly report on political prisoners and prisoners of conscience in mainland China, Issue 131 (August 31, 2026), lists Zhang Zhan’an among the people sentenced to three years and six months who remained in custody.
Status
As of October 2026, Zhang Zhan’an is documented as serving his three-year-and-six-month sentence, with a projected release date of February 28, 2027. A note on identity: this profile concerns the Jinzhou case described above. It must not be conflated with a 2007 Huludao case involving a same-named practitioner (no verified connection; separated by 19 years with no linking anchors), nor with Zhang Zhan (张展), the citizen journalist — both are different people.
