Background
Ms. Zhao was a teacher at Shigezhuang Town’s middle school. She had been persecuted earlier for her Falun Gong practice: about seventeen years before her 2025 sentencing she was sentenced to five and a half years in prison, and she was punitively transferred to Shigezhuang primary school, where she taught English. In March 2000 she traveled to Beijing to petition on behalf of Falun Gong; she was seized and taken back to Shigezhuang, where, according to Minghui Weekly, she was subjected to torture.
