Zhao Guiping (赵桂萍)

Background
Zhao Guiping (赵桂萍) is a Falun Gong practitioner from Dadong District in Shenyang, Liaoning Province, in northeast China. According to the World Organization to Investigate the Persecution of Falun Gong (“追查国际”), she was 71 years old at the time of her 2024 arrest and had practiced Falun Gong for years. The same notice records that she had been targeted before: a two-year re-education-through-labor term in 2001 at Masanjia, and a one-year prison sentence in 2016 from the Dadong District court after she sued former leader Jiang Zemin over the persecution of Falun Gong.
2024: arrest with Jin Xiaofeng
On July 13, 2024, Zhao Guiping was seized near Baoli Huayuan in Shenhe District, Shenyang, together with fellow Falun Gong practitioner Jin Xiaofeng (金晓峰), according to 追查国际. The notice reports that five plainclothes officers from the Shenhe District public security bureau’s domestic-security division and the Quanyuan police station took the two into custody; that Zhao’s home was searched; and that both were first interrogated at the Quanyuan police station and then transferred to the Shenyang No. 1 detention center. The notice reports that the Dadong District procuratorate formally approved their arrest on August 19, 2024, and prosecuted the pair before the Dadong District court on December 10, 2024.
Five-year sentence and appeal
According to 追查国际, the Dadong District court held a hearing for Zhao and Jin on February 20, 2025; on March 31, 2025, it sentenced Zhao Guiping to five years in prison with a fine reported as 30,000 yuan (Jin Xiaofeng received three years and a 10,000-yuan fine). Zhao appealed. On May 28, 2025, the Shenyang Intermediate People’s Court rejected the appeal and upheld the verdict, according to the same notice, which reports that Zhao was then transferred to the Liaoning Women’s Prison.
Status and evidentiary limits
Zhao Guiping is classified as a current prisoner. 维权网’s August 31, 2026 monthly report (Issue 131) lists her among the prisoners of conscience in custody, in the “sentenced to 5 years” group. Her exact release date and current condition are unconfirmed beyond the sources cited above; the prison assignment comes from a single advocacy-organization report and is attributed accordingly. No court verdict or official record of the case has been independently located. This profile does not merge Zhao Guiping with Jin Xiaofeng (金晓峰), her co-defendant, or with any other detained person of the same surname — they are different people.
