Zhu Peiren (朱培忍) — Political Prisoner Profile

Zhu Peiren (朱培忍)

Status: In custody (reported as of August 31, 2026, per prisoner-list report)

Summary. Zhu Peiren (朱培忍) is a villager and rights defender from Zhanjiang, Guangdong Province, detained since May 2012 after a violent clash over forced demolition in which a local security-team deputy leader died. He was sentenced to death with a two-year reprieve in 2013; subsequent proceedings changed the sentence, and a prisoner-monitoring organization reported in 2024 that his sentence had been reduced to 25 years' fixed-term imprisonment. A prisoner-listing report dated August 31, 2026 continues to place him in its suspended-death-sentence group; the two accounts differ on his current sentence (see the sentence-status note).

Background. Since 2008, the Zhanjiang city government pursued the "Zhanjiang Steel Base" project, and police carried out forced demolitions affecting villages on the East Island, including Beiyuan Village in Dongshan Town, where Zhu lived with his father, Zhu Huilai. (As recorded in the prisoner database and the CPPC prisoner profile.)

The 2012 clash. On May 22, 2012, after Zhu's family refused to sign demolition agreements and officials destroyed crops, fruit trees and sheds without paying compensation — beating his father — Zhu Peiren confronted the police and demolition officials alongside his father. The confrontation left one person dead, including a deputy leader of the local security team, and several injured. Zhu was detained and arrested the same day. (As reported by these rights sources; the deaths and injuries are reported claims, not independently verified.)

Sentencing and appeals (as reported).

  • January 17, 2013: first-instance judgment — death sentence with two-year reprieve for intentional homicide and intentional injury.
  • December 2013: second-instance judgment — same charges, changed to life imprisonment.
  • June 2014: the Guangdong High People's Court vacated the judgment and ordered a retrial ("facts unclear, evidence insufficient").
  • January 22, 2015: retrial (outcome unrecorded in the database entry).
  • Per China Political Prisoner Concern (CPPC): on December 25, 2019, the Guangdong High Court's final retrial judgment sentenced him to life imprisonment with lifetime deprivation of political rights; in 2024, at the prison's request, the sentence was reduced to 25 years' fixed-term imprisonment with 10 years' deprivation of political rights. CPPC reports he is serving at Zhaoqing Prison.

Sentence-status note. The August 31, 2026 monthly report of 维权网 lists Zhu Peiren in its "suspended death sentences" group of 11 people. CPPC's account, updated to 2024, reports his sentence as commuted to 25 years' fixed-term imprisonment. These accounts conflict on the current sentence; both are presented as reported, and no inference is made about which is current.

Torture allegations. Rights sources report that after his detention Zhu suffered severe beatings — a ruptured liver, destroyed genitalia, knocked-out teeth — and was taken to a hospital for emergency treatment. These are reported allegations, not independently verified.
