Classification: Rights-defense petitioner from Zigui, Hubei; challenged a 1999 conviction for years; criminally detained in August 2022; reported released and returned home in October 2026.
Xiang Zuohua (向祚华), born December 27, 1970, is a villager from Jiuyuanxi Township, Zigui County, Yichang City, Hubei Province, who spent years petitioning against what he and his supporters describe as a wrongful conviction handed down in 1999. He was criminally detained on August 17, 2022, on suspicion of “picking quarrels and provoking trouble” (寻衅滋事), a charge frequently applied to persistent petitioners. He was reported released and returned home in October 2026.
The 1999 case
According to case records cited by rights monitors, the dispute began on March 7, 1999, when a neighbor deliberately contaminated the shared drinking-water supply serving Xiang’s household, leading to a physical confrontation. Xiang says he was cut by a knife during the clash, retreated to his own home, and was pursued there; defending himself with a wooden stick, he struck the neighbor’s stepfather, Yan Kegui, who later died on the way to hospital. On May 13, 1999, the Zigui County People’s Court convicted Xiang of intentional injury causing death ((1999)秭刑初字第43号) and sentenced him to ten years in prison. Xiang maintains the judgment omitted his own injuries, his retreat, and the other participants, and that the death resulted in part from delayed rescue.
Years of petitioning
After serving his sentence, Xiang repeatedly appealed the 1999 verdict through courts at the county, municipal, provincial, and national levels. In 2004, the Yichang Intermediate People’s Court issued a retrial decision ((2004)宜刑监字第8号), but according to his accounts no retrial or ruling was ever delivered to him. His appeals were rejected by the Supreme People’s Court and the Supreme People’s Procuratorate, and he turned to the internet to publicize his case.
The 2022 detention
On August 17, 2022 — weeks before the Chinese Communist Party’s 20th National Congress — Zigui County police criminally detained Xiang on suspicion of “picking quarrels and provoking trouble.” His wife appealed publicly for attention to what she described as stability-maintenance abuse of power. Rights monitors recorded him as held at the Zigui County Detention Center. Whether the detention led to formal arrest, prosecution, or sentencing was not documented by the monitoring organizations that tracked his case.
Release
In October 2026, the monitoring group China Political Prisoner Concern reported that Xiang had been released and returned home, citing an October 4, 2026 social-media post in which he continued his rights-defense appeals.
Status note
Xiang Zuohua is recorded as a former detainee (released October 2026). No verified information indicates renewed detention as of the last review. An earlier FreeChina.live baseline (September 2026) recorded him as detained/pretrial; the October 2026 release report supersedes it.
