Current status: Unknown.

Classification: Hunan 1989 civic participant; administrative re-education-through-labor detainee.

Documented identity and activity

Asia Watch reported Xiao Shenhe as a 32-year-old peasant from Ningxiang County, Hunan. During the 1989 Democracy Movement he took part in demonstrations and meetings on several occasions and reportedly planned to establish an “Anti-Corruption Action Group.”

Detention

Xiao was reported arrested after June 4 and held in the Changsha County Jail. At the end of 1989 he was sent to the Changsha City Xinkaipu Labor Re-education Center for three years of re-education through labor.

This was administrative detention, not a criminal conviction or court sentence.

Evidence limits

No RTL decision document, confirmed release date, post-detention biography, or current-status record is presently available in this packet. Free China does not infer release from the nominal three-year term.
