The roster is the Rights Defense Network / 维权网 Issue 131 monthly report, dated August 31, 2026, reporting 1,638 people as currently detained political prisoners or prisoners of conscience. The source’s own regional table includes five Hong Kong entries and one Macao entry, so 1,638 is the source’s reported figure, not a mainland-only count.
