Cheng Guijun (程桂君) is a Falun Gong practitioner from Dongguang County, Cangzhou City, Hebei Province, serving a 3-year sentence after being detained in neighboring Shandong Province while telling people about the persecution of Falun Gong. She was seized on June 19, 2024 in Ningjin County, Dezhou City, Shandong; sentenced to three years by the Ningjin County Court; and, after her appeal was rejected by the Dezhou Intermediate Court, was transferred to the Shandong Provincial Women’s Prison on February 5, 2026.
On June 19, 2024, Cheng — described by the reporting organization as a female practitioner from Dongguang County — went with fellow practitioners Zhang Wenping and Song Guifen to a market in Ningjin County, just across the Hebei–Shandong border, where the three were detained by domestic-security police and their homes searched. The same day, police in Dongguang County detained practitioners Men Bingcheng and Yu Yongli at their homes, and police in Fucheng County, Hengshui City, detained Li Zhenying — six people in one coordinated sweep. All six were held at the Dezhou City Detention Center, and on July 29, 2024 the Ningjin County Procuratorate approved their formal arrests. The procuratorate returned the case for supplementary investigation once; police re-submitted it in late September, and the six were indicted to the Ningjin County Court in early October 2024.
They stood trial at the Ningjin County Court on April 18, 2025, in a hearing marked by disputes over the defendants’ right to family defenders and lawyers. A second hearing was held on August 12–13, 2025, at which the practitioners and their lawyers made not-guilty pleas. The court nevertheless convicted all six: Li Zhenying received 4 years, Yu Yongli and Cheng Guijun 3 years each, Zhang Wenping 2 years, Men Bingcheng 1 year and 6 months, and Song Guifen 1 year, with fines ranging from 3,000 to 10,000 yuan. The six appealed; the Dezhou Intermediate Court rejected the appeals. On February 5, 2026, Cheng, Li Zhenying, and Zhang Wenping were taken to the Shandong Provincial Women’s Prison; Yu Yongli was taken to the Jinan Prison in Shandong on February 10; Men Bingcheng and Song Guifen, whose terms had expired, returned home.
