Liu Fanqin (刘范钦)

Liu Fanqin (刘范钦) is a Falun Gong practitioner from Beipei District, Chongqing. Born in 1951, she is reported to be a retired cadre of the Chongqing Optical Instrument Plant.

Rights Defense Network and Minghui report that Liu was detained repeatedly beginning around 2000. In 2003, after publicizing an allegation that a police officer had raped Chongqing University graduate student Wei Xingyan, Liu was arrested by Dadukou District police. Minghui alleges that she was suspended by handcuffed wrists during interrogation and suffered permanent disability in both arms. These torture and disability claims remain attributed to the monitoring sources.

Monitoring reports state that Liu was sentenced to nine years in prison and held at Chongqing Women’s Prison.

On April 27, 2025, Rights Defense Network reports that Liu was arrested again and taken to the Beibei Detention Center. The organization states that she was indicted on September 11, 2025 and sentenced in November 2025 to two years and six months in prison. It further reports that she was transferred to Chongqing Women’s Prison despite severe disability in both arms.

Rights Defense Network gives October 26, 2027 as the stated end of the current sentence term and lists 刘范钦 in its August 31, 2026 report in the two-year-six-month group.

Status: listed as detained as of August 31, 2026. The 2027 term-end date is the monitoring source’s record and is not presented as confirmation of a future release.
