Liu Guilan (刘桂兰) is a Falun Gong practitioner from Yushu City, Jilin Province. Monitoring sources identify her as a woman born in 1966 and a resident of Shuangyu Village, Xinli Town.
According to Minghui and the CHRD Prisoners of Conscience Database, Liu was arrested at her home on December 23, 2023 together with Zhang Shuhua. Monitoring reports state that she was detained through the Zhengyang Police Station and later prosecuted through the Dehui City authorities.
The sources agree that Liu was convicted in June 2024 and held at Jilin Province Women’s Prison, but they materially disagree on the sentence. Minghui reports an eight-month sentence. The CHRD database records a three-year sentence with a term through December 22, 2026. Because these accounts concern the same person and the discrepancy is unresolved, this profile does not choose between them.
Minghui also reports earlier detention in 1999 and a one-year forced-labor term in 2007. A February 2007 report names Liu Guilan of Xinli Town, Yushu City, supporting continuity of identity across the cases.
Status: Rights Defense Network Issue 131, dated August 31, 2026, lists Liu in custody. That listing is consistent with the CHRD three-year record but conflicts with the timeline implied by Minghui’s eight-month account. Current custody therefore remains source-reported and the sentence-duration conflict unresolved.
