Published source records
- Rights Defense Network (维权网) (recognized rights monitoring organization), monthly report Issue 79 (April 30, 2022), entry 施凤香 — records: female, 54 in 2019, Harbin Falun Gong practitioner; the August 31, 2017 Yilan/Huachuan group arrest; trial July 24, 2018; nine-year sentence; 60,000-yuan fine; term to 2026.9. Opened and read in full. Original article.
- Zhengjian.org (正见网) (Falun Gong–affiliated media; claims attributed accordingly), “浅析中共对法轮功学员的重判重罚” — corroborates: 施凤香, female, 54, sentenced to nine years, fined 60,000 yuan, listed with the other Yilan sentences (Song Yuzhi 10 years, Shi Fenglan 8 years, Wang Yunjie 7 years). Opened and read in full. Original article.

- Minghui library (明慧资料馆) (Falun Gong–affiliated archive), victim page i31533.htm — profiles co-arrestee Yu Minglan, documenting the same August 31, 2017 Yilan group arrest. Group context only; does not establish individual facts about Shi Fengxiang. Archived page.
- Rights Defense Network (维权网), Issue 131 monthly in-custody report, August 31, 2026 — lists 施凤香 in the “sentenced to 9 years, 48 people” group, classified in custody. (Two Minghui group reports cited within the archive pages were not opened in this pass and are not relied upon.)
Disambiguation record (do not merge)
Shi Fenglan (施凤兰) — sentenced to eight years in the same 2017 Yilan group — is a different person, a co-arrestee, not this individual. Shi Delai (施德来), the Hong Kong 47-person-case defendant, is a different person. Twelve CHRD records mention Shi Fengxiang’s name only as a co-arrestee in the same Yilan group; they corroborate group context, not collisions.
Evidentiary limitations
The formal charge is not established in any source opened (the CHRD record lists it as unknown). The detention facility is not publicly confirmed. The conviction is documented only in rights-group reporting, not in an official court record. Her status after the recorded September 2026 term end is unverified; release must not be inferred. No consular or diplomatic dimension applies.
