Identification method
Three anchors tie the roster entry to the case record. (1) The Chinese characters 贾芹 were positionally resolved from the Rights Defense Network’s Issue 131 report (August 31, 2026): in the Henan detained-awaiting-trial group (羁押未判), the sequence …李前伟、贾芹、张小玉… matches the English edition’s …Li Qianwei, Jia Qin, Zhang Xiaoyu… position for position — a double-confirmed mapping. (2) The CHRD Prisoners of Conscience database record carries the exact 姓名 贾芹 with English “JIA QIN.” (3) The regional/custody anchors align: the roster places her in the Henan group awaiting trial; the case record places her in Baofeng County, Pingdingshan, Henan, formally arrested March 14, 2023 and held at the Baofeng County detention center. A targeted re-query of the database on October 10, 2026 returned exactly one row for this name.
Source chronology
- July 21, 2010 — Du Haiyang fights with neighbor Du Quanzhi over a trivial matter; Du Haiyang is detained a week later.
- 2011–2012 — The Baofeng County court sentences Du Haiyang to 18 months for intentional injury after Du Quanzhi’s injuries are assessed as minor. Jia Qin notices the judgment quotes witnesses placing the fight in 2011, when her husband was already imprisoned, and begins petitioning.
- 2012–2022 — More than a decade of petitioning, during which Jia Qin is repeatedly detained and imprisoned three times: three years for obstructing testimony, then three years and two years for picking quarrels.
- January 30 and February 26, 2023 — Two petitioning trips to Beijing.
- February 27, 2023 — Beijing liaison-office staff intercept her and send her back to Baofeng; she loses contact with family.
- March 14, 2023 — The Baofeng County procuratorate formally arrests her for picking quarrels (寻衅滋事罪); held at the Baofeng County detention center (Baofeng County, Pingdingshan, Henan; address recorded in the case file).
- March 22, 2023 — CPPC publishes its case profile, noting that a fourth trial and sentence is expected but the outcome is not yet known.
- August 31, 2026 — The Rights Defense Network’s Issue 131 report lists Jia Qin in its Henan detained-awaiting-trial group — the latest dated custody record located.
Source grading
- China Political Prisoner Concern (CPPC) case profile, posted March 22, 2023 (cppc1989.blogspot.com) — human-rights monitoring organization. Read in full October 10, 2026. Carries the complete case narrative, including the husband’s case background, Jia Qin’s three prior imprisonments, the 2023 petitions, interception, and formal arrest, and states explicitly that the follow-up custody and sentencing situation remains unknown. The page is labeled with CPPC case number 01277; the page URL slug reads cppc01275_22 — a label/slug discrepancy worth noting in the archive. Advocacy/monitoring source: treat as single-source reporting, not independently verified fact.
- CHRD Prisoners of Conscience database record (tenchu.org) — rights-monitoring database. Live re-queried October 10, 2026; one row; entry dated 2023-03-23. Independently anchors the key facts: 姓名 贾芹 / JIA QIN, female, Naodian Town (Baofeng County, Pingdingshan, Henan), rights petitioner, the husband’s 2010 fight and 18-month sentence, the judgment’s witness-date anomaly, her three prior imprisonments, the two 2023 Beijing petitions, the February 27 interception, the March 14 formal arrest for 寻衅滋事罪, and detention at the Baofeng County detention center.
- Issue 131 monthly report (Rights Defense Network / 维权网, August 31, 2026) — the roster source; basis for the Chinese-character identification and the Henan detained-awaiting-trial listing. Verified by direct reading of both Chinese and English editions in a prior research pass.
Conflicts and caveats
- No court document, arrest warrant, or official procedural record was located. All case detail comes from the two monitoring sources.
- The outcome of the expected 2023 trial is unknown; the roster’s 2026 listing as “awaiting trial” is the latest dated status and must not be read as a current conviction or sentence.
- The CPPC page’s case-number label (01277) and URL slug (cppc01275_22) do not match; the profile is used as the same record because the name, location, and full case narrative agree with the CHRD record.
- A Boxun article (boxun.com/archives/238556) listed in the CHRD record’s source links could not be opened — access was denied (HTTP 403) — and is therefore recorded as unverified, not as a relied-upon source.
- Web searches beyond these sources returned no person-specific reporting; the absence of other coverage limits corroboration.
