Person profile

Chen Haoheng (陈皓恒) — Hong Kong activist, born 1996; League of Social Democrats member; Civil Human Rights Front convenor October 2020–May 2021; 14 charges across the October 1 and October 20, 2019 protest cases; 18-month sentence imposed May 28, 2021 plus one month consecutive — 22 months total; reported released October 10, 2022. Profile covers the case chronology, the name-variant caveat, the custody-status conflict, and the Hong Kong-not-mainland scope.

Source chronology

  • 2014. Umbrella Movement; Chen (then a legislative-council assistant, born 1996) participates and later becomes a League of Social Democrats member. (CPPC 01146; tenchu bio.)
  • 2020-07-13. CHRF’s “35+” primary; Chen stands. (CPPC 01146.)
  • 2020-10-01. Chen is arrested near Victoria Park while walking toward the park ahead of a banned National Day march; charged with participating in an unauthorized assembly. (CPPC 01146.)
  • 2020-10-20. Second arrest, in connection with the banned October 20, 2019 assembly case. (CPPC 01146.)
  • 2020-10-21. Succeeds Jimmy Sham as Civil Human Rights Front convenor. Held the post until May 28, 2021.
  • 2021-05-28. West Kowloon Court convicts and sentences Chen to 18 months for the October 20, 2019 unauthorized assembly; he steps down as CHRF convenor. (CPPC 01146.)
  • 2021-09-01. VOA Mandarin reports on the jailing of Hong Kong activists for illegal assembly in the 2019 protests (cited by the tenchu bio).
  • 2021-10-26. Additional one-month term ordered to run consecutively; total effective sentence 22 months. (CPPC 01146.)
  • 2022-05. CPPC profile no. 01146 published (titled 陳皓恆; all captioned images read 陳晧桓). Reports: Umbrella Movement participant, LSD member, former LegCo assistant, former CHRF convenor; 14 charges; held at Shek Pik Prison; release expected October 10, 2022.
  • 2022-10-10. Reported release date (tenchu database “Release date: 2022.10.10”; CPPC 01146).
  • 2024-11-19. Chen appears in a video commentary on the sentencing of the 47-person national-security case — consistent with liberty, not imprisonment. (Video result; not independently re-opened.)
  • 2026-08-31. Rights Defense Network / 维权网, Issue 131 monthly report (Chinese and English editions). Lists 陈皓恒 / “Chen Haoheng” in the “sentenced to less than two years” group of reported current-custody cases — consistent with the 22-month term but with no indication the compilers registered the 2022 release. The report’s own methodology says released people were removed from the list this issue (40 released cases).

Source grading

  • Issue 131 report (Chinese + English editions) — the roster source; primary for the roster equation and Chinese-character resolution. High for what it lists; its custody classification is the disputed datum (see conflicts).
  • CPPC profile no. 01146, May 2022 — the most detailed case source. Medium-high for case facts (charges, sentences, dates, prison); its internal character inconsistency (title 陳皓恆 vs captions 陳晧桓) is evidence of source-level name confusion, not of two people.
  • CHRD / tenchu 中国大陆良心犯数据库 — structured record for 陈皓恒 / CHEN HAO HENG (born 1996; illegal assembly; 1 year 10 months; release 2022.10.10). Medium; its bio is an abridged copy of CPPC 01146, so it is not independent corroboration.
  • Publicly known reporting on 陳皓桓 (Figo Chan Ho-wun) — birth April 3, 1996; CHRF convenor October 21, 2020–May 28, 2021; 18-month sentence May 2021; consistent with the CPPC/tenchu evidence set. Supports the PROBABLE identity equation.
  • VOA Mandarin, September 1, 2021 — contemporaneous court-reporting cited by tenchu.

Conflicts and caveats

  • Custody conflict (central). Roster (August 31, 2026): in custody. Database: released October 10, 2022. No re-arrest or new proceeding located for 2023–2026; a November 2024 video shows him speaking publicly. The roster’s own methodology says released cases were removed. Best available interpretation: the in-custody listing is a stale-data carryover, CONFIDENCE medium. What would resolve it: a 2025–2026 re-arrest report or a corrected roster entry.
  • Facility conflict. Stanley Prison (tenchu) vs Shek Pik Prison (CPPC). Both are preserved; neither is asserted over the other.
  • Name-variant caveat. Roster writes 陈皓恒; Hong Kong reporting writes 陳皓桓; CPPC mixes 恆/晧桓. The identity equation is PROBABLE on the multi-anchor evidence (birth year, LSD, CHRF convenor, 22 months), not certain. The title keeps the roster’s form; the caveat stays on both pages.
  • Hong Kong scope. Do not describe him as a mainland-China prisoner; the case is a Hong Kong 2019-protest case ingested through the roster.

Evidentiary limits

No court judgment or police record was independently located; case facts rest on CPPC’s compilation and the CHRD/tenchu record (one evidence lineage). The VOA article and the November 2024 video were not re-opened by the researcher. The custody status is UNRESOLVED as of September 24, 2026.
