Dr. Li Wenliang (李文亮) was an ophthalmologist in Wuhan whose December 2019 message to medical colleagues warning about an unusual pneumonia outbreak became a central case in discussion of information control during the early COVID-19 outbreak.
Warning and police action
Human Rights Watch reports that Li shared information with colleagues in a private online group and was later summoned by police for “spreading rumors.” Authorities required him to sign a document stating that he would stop the alleged unlawful activity. He later contracted COVID-19 and died in February 2020.
Information-control significance
Li’s death prompted widespread online discussion in China about transparency and freedom of expression. HRW documented large-scale online reactions and subsequent removal of some speech related to those debates.
