PRC Ethnic Unity Law Reaches Monastery-Level Implementation in Tibet

China’s Ethnic Unity and Progress Promotion Law, adopted in March and effective July 1, 2026, is now being implemented through organized political and legal study at monastery level in Tibet. A September 2 notice from a Lhasa-area temple-management authority said officials organized monks for special study sessions, distributed 55 Tibetan-Chinese bilingual law manuals one per monk, and required continued study during September’s ethnic-unity publicity campaign.

The record establishes organized monastery-level legal and political study. It does not independently prove separate claims that monks, nuns or elderly monastery residents are being compelled to attend standard-Chinese-language classes, and those allegations should remain separately sourced unless direct evidence is recovered.

The implementation of ethnic-policy law inside religious institutions deserves close scrutiny because legal education can become a vehicle for political control when participation is compulsory, ideological content is prescribed or language and religious autonomy are narrowed. Any assessment should distinguish documented study requirements from broader allegations that have not yet been independently verified.
