How an Alleged $300 Million GPU-Smuggling Network Used Third-Country Transshipment

A federal indictment alleges that a California technology-company owner used false end-user records and routes through Malaysia and Singapore to move more than $300 million in export-controlled computer servers to China. The allegations have not been proven in court.

The U.S. Department of Justice announced on October 1, 2026 that Greg Lui, also known as Yiu Kong Lui, had been arrested on a three-count federal indictment returned September 29.

Prosecutors allege that Lui and co-conspirators used Earthmade Computer Inc. to acquire export-controlled high-end computer servers and ship them through Malaysia and Singapore before re-export to China without required U.S. licenses. DOJ says Earthmade received more than $176 million from two Malaysia-based shipment companies between January and October 2024.

The charged scheme is alleged to have operated during 2023 and 2024. The three counts are conspiracy to violate the Export Control Reform Act and Export Administration Regulations, outbound smuggling, and conspiracy to commit money laundering.

What the case describes

The indictment describes a transshipment pattern in which nominal end users and third-country destinations allegedly concealed the true China destination. It is an allegation about this defendant and transaction network, not proof that all technology trade through Malaysia or Singapore is illicit.

Evidence boundary

  • An indictment is an allegation, not a conviction.
  • Lui is presumed innocent unless and until proven guilty.
  • Buyer, end-user, false-document and transshipment assertions remain attributed to prosecutors and the indictment.
  • Maximum statutory penalties are not predictions of any eventual sentence.

Free China Movement’s assessment is that export-control enforcement is strongest when it follows documentary evidence across payment, shipping and end-user records while preserving due process and avoiding assumptions about lawful third-country trade.
