U.S. and PLA Commanders Meet in Victoria, Stressing Senior-Level Communication to Reduce Miscalculation

U.S. Indo-Pacific Command says Adm. Samuel Paparo met Gen. Yang Zhibin, commander of the PLA Eastern Theater Command, on August 31, 2026 in Victoria during an Indo-Pacific chiefs-of-defense gathering. The U.S. readout says the two discussed keeping senior military communication open to reduce the risk of miscalculation.

China’s Ministry of National Defense independently confirmed that Yang attended the gathering and held bilateral meetings with U.S., French and Singaporean representatives. The public records do not establish a new hotline, a Taiwan-specific agreement, an incident protocol or a permanent deconfliction mechanism.

Military-to-military communication can reduce accidental escalation, but its value depends on whether channels remain available during real crises and whether commanders use them to clarify intentions and manage incidents. Governments should distinguish a meeting from a durable mechanism and disclose enough about any future arrangements to allow the public to judge whether they actually reduce risk.
