Eight central financial enterprises have announced capital-replenishment plans totaling RMB360 billion. The headline number is significant, but announced capital is not the same as completed, settled and recognized regulatory capital.

Public capital support should be accompanied by transaction-level transparency. For each institution, the public record should identify the amount actually approved and subscribed, settlement status, pricing, dilution, governance rights attached to state participation, recognition as regulatory capital and the later effect on lending capacity, capital ratios, asset quality and risk absorption.
Neither officials nor outside observers should treat the RMB360 billion aggregate as proof that all transactions have closed, and capital raising alone should not be presented as proof of insolvency or crisis.
The relevant public-accountability question is straightforward: what was promised, what was actually funded, on what terms, and what measurable results followed?
