Free China Movement (FCM) supports reducing excessive student workload, predatory tutoring practices and family education costs. Education governance must also protect academic independence, university autonomy and due process for teachers and students.
Current policy and evidence
The 2021 “Double Reduction” policy sought to reduce excessive homework and private tutoring burdens. Domestic studies report meaningful reductions in tutoring participation and spending for many families, while later evidence also points to partial rebound in burden. Academic independence is a separate governance dimension: research using interviews and thousands of coded publications documents self-censorship mechanisms and changes in which sensitive social-science topics are researched or published.
FCM assessment
A good education system should combine lower unnecessary pressure with higher educational quality, parental transparency and genuine academic independence. Burden-reduction outcomes should not be treated as proof of academic freedom, and academic-control evidence should not be treated as proof that burden reduction itself failed.
Third Republic governing alternative
- National student-workload and sleep standards measured annually.
- Transparent school-funding equalization to reduce tutoring dependence.
- Legal tutoring choices under neutral consumer-protection and quality rules.
- Independent academic senates, transparent university appointments and protected faculty/student speech.
- No political loyalty tests for teachers or students.
- Independent complaint and appeal systems for academic discipline.
Evidence limits
Representative national parent/student preference evidence and current institutional remedy outcomes remain incomplete, so FCM makes no national-majority claim. No contemporaneous FCM position specifically on the 2021 Double Reduction policy has been verified; this is a current governance proposal and is not backdated.
