2026 — Ten Cases of Paramount Importance

Beginning in 2026, FCM selects up to ten matters of exceptional importance to human rights, the rule of law and public concern in Mainland China for structured constitutional and legal review.

Selection criteria

• Fundamental-rights importance
• Public concern and number of people affected
• Precedential or institutional significance
• Evidentiary maturity and availability of primary sources
• Value to future constitutional government and rule-of-law development

3. Freedom of expression, press and internet
4. Religious freedom and freedom of belief
5. Due process and legal defense
6. Labor and worker rights
7. Minority and regional rights
8. Association, assembly and political participation
9. Privacy, surveillance and digital rights
10. Property, economic and administrative rights

Placement in this list does not predetermine a holding. A matter may remain under research or be designated Record Insufficient if the evidence or governing law does not support a responsible opinion.
